Proliferation financing poses a substantial threat to global security. It facilitates rogue states and non-state actors in obtaining the financial resources essential for developing WMDs. The Money Laundering Regulations 2017


The UK's main anti-money laundering regulations were amended in 2022 to include proliferation financing, alongside money laundering and terrorist financing.


Those organisations that fall within the scope of the regulations now need to ensure they pay full attention to the risks of proliferation financing. As a minimum, the AML regulations require firms to undertake a firm wide risk assessment of the risks of proliferation financing, which should be kept up to date and recorded.


They also require relevant firms to establish and maintain policies, controls and procedures to mitigate and manage effectively the risks of proliferation financing identified in their risk assessment. This would include a policy for proliferation financing and appropriate staff training.
